This race is all about getting rid of a man who has pointed out the inadequacies of those in the County who ... [snip] ... generally make stupid decisions like ... [snip] ... not utilizing FREE banking services that prevent people from Middle Eastern countries from stealing County checks and trying to use them for who knows what."FREE banking services"? How gullible is this Conners groupie? How gullible is Conners? NOTHING from banks is free. There's ALWAYS a price, usually hidden in the tiny print. What was the price for the County?
And "prevent people from Middle Eastern countries from stealing County checks..." What I saw on the tube was Conners pointing to the differences between the fake checks and the real ones and giving lessons to crooks on how to do a better job stealing next time. How dumb is that?
What these stories have in common is not protecting the County. What they have in common is Mike Conners getting press coverage. That was the point, wasn't it?

An amusing story string. I googled "positive pay" and up pops the Government Finance Officers Association (they seem to prefer GFOA) issued papers recommending this service in 2004 and prior.
'aint nobody in the County 1) a member of that association or 2) capable of using the search engines?
It took me five minutes to find the the 1999 report from the US Government advising use:
